I totally don't have a problem with paying when I'm able to pay. It used to be that all doctors' visits were free for everyone, unless it were a private practice. Now, there are very few places which charge nothing, but Medicare will still pay most of the bill. Children up to age 16 are free, all childhood vax are free, dental is free in the school dental programme from age 5 up to age 17, and they're also rolling out dental subsidies for low income families so that children can see the dentist 'free' before they start school.

The issue is, apparently, that with an aging population, more people will go to the doctor more often and it will become unaffordable. So they want everyone, regardless of income, to pay $7 per visit (capped at a certain number). They're justifying it by saying that it's only worth a few cigarettes or a beer. Yes, because obviously people on a lower income all drink and smoke. That's probably why we needed to go to the doctor in the first place.

My thought is that it worked pretty well, and they could save the money somewhere else, because I think stopping people from going to the doctor will mean you're putting greater pressure on the hospitals (oh, which they will also charge you for your visit, if it's determined you could have gone to see the GP and were just trying to avoid paying the $7).

Sigh. I hate our government right now. And I don't use that word lightly.

Anyway. I hope the osteo is able to help you this time as well. It sounds like a better bet than your doctor.
