Dear government departments, get your shit together

This graph shows the reoffending rates* for2007-2011 in New Zealand, and compares the rates for those who served terms of imprisonment vs those who served community-based sentences:

Can you spot the subtle problem with the information provided here?

If you said "Hey, they haven't labelled which rate is which!" you'd be right. Apparently this is what we are supposed to base our policy (or in my case, my academic essay) on. And yes, that's straight off the Ministry of Justice website.


* I'd love to know how they knew who'd reoffended and how often. I'm assuming they mean the re-arrest rate or re-conviction rate, implying they rely on police statistics as an indicator of crime (which is a whole nother rant). I wish they'd actually say that.
